Health and Home Visiting Committee

The Health and Home Visiting Committee (HHVC), a standing committee of the Illinois Early Learning Council, has the following charge:

  • Advise on the development of systems that promote health and wellness and achieve equitable access and outcomes for families with young children, by promoting seamless connections between robust home visiting, health care, mental health, and early education and care, to provide a prenatal through kindergarten continuum of support for parents and all care givers (grandparents, guardians, foster parents), babies, and young children.
  • Serve as the advisory body to the Illinois Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program and to Illinois home visiting programs overall.

Current priorities include:

  1. Develop recommendations for ISBE and IDHS to align requirements, administration, and supports for doula services as a funded component alongside home visiting.
  2. Develop recommendations to align home visiting program requirements and program standards. (See approved recommendations from February 2024)
  3. Support alignment between physical and mental health initiatives and the early learning system.  

The HHVC meets on a quarterly basis. Home visitors and professional administrators, health  providers and other health professionals, family members, researchers and public and private partners are encouraged to participate.
