IDHS-DEC FY25 Home Visiting Compensation Report (2025)

This brief outlines trends in salaries for home visitors and supervisors, across the Illinois Department for Human Services Division of Early Childhood (IDHS-DEC) funded home visiting programs. It builds on the findings of the FY24 report. The analysis demonstrates the impact of the implementation of a salary floor on compensation among the IDHS-DEC home visiting workforce.

 

 

 

Illinois Assessment of Home Visiting Workforce Needs (2024).

The Illinois Network of Child Care Resource and Referral Agencies (INCCRRA) worked alongside the Illinois Department of Human Services (IDHS) and Illinois State Board of Education (ISBE) to conduct the first Illinois Assessment of Home Visiting Workforce Needs. The study was funded through the 2023 Preschool Development Grant Birth through Five Planning Grant (PDG B-5). Data analyses and focus groups with home visitors informed how we can best support the field and reduce staff turnover. Specifically, we analyzed home visiting salaries across program models and funding streams and held focus groups with rural home visitors and Black, Indigenous, and People of Color (BIPOC) home visitors to collect their thoughts and recommendations about salary increases, incentives, and credentials, related barriers, and many other factors contributing to recruitment and retention of the home visiting workforce.

Illinois Staffing and Salary Survey of Home Visiting Programs Report (FY23).

The Illinois Network of Child Care Resource and Referral Agencies (INCCRRA) worked alongside the Illinois Department of Human Services (IDHS) Bureau of Home Visiting (BHV) and Start Early to conduct the first Illinois Staffing and Salary Survey of Home Visiting Programs: Fiscal Year 2023. This survey was open to all Illinois home visiting programs, regardless of their funding streams, and utilized quantitative and qualitative analyses to assess the number of home visitors, applicants and their qualifications, home visitor demographics, and the average salaries and benefits offered. Other areas assessed by the survey include information pertaining to fiscal management, enrollment patterns, staff turnover rates, and professional development. As the state works to strengthen and expand support for families, it is critical to understand the workforce trends impacting home visiting program leaders.

A Descriptive Profile of the Illinois Home Visiting Workforce (2021).

INCCRRA, with the support of GOECD, updated the Gateways Registry for home visitors in order to gather a more comprehensive picture of Illinois' home visiting workforce. Enhancements were made to capture the evidence-based program model used by those reporting their role as home visitor. An outreach campaign took place from March through June 2021 to encourage all home visitors in Illinois to join the Gateways Registry or update their existing profile with this new information. The outcome is improved data on the home visiting roles and models, demographics, education and credentials, and employment in the home visiting workforce, as detailed in this report.

Illinois Home Visitor Credential Crosswalk Report (2020).

A panel of higher education faculty and other stakeholders found alignment between the Illinois home visitor core competencies and two existing credentials—the Home Visitor Child Development Associate (recognized by Head Start/Early Head Start) and the Gateways to Opportunity® Family Specialist Credential (which will be required by the City of Chicago Department of Family and Support Services). The report will be used to guide the State's ongoing work to equitably strengthen the home visiting workforce and to increase home visitor compensation.
